“If criminal gangs think that the EU has a soft touch on crime than they make a big mistake”, Vice-President Franco Frattini, Commissioner responsible for Justice, Freedom and Security, said. In presenting a Commission’s proposal to severely punish members of organised crime groups wherever they operate in the EU, and a strategy to ensure exchange of criminal records between Member States and mutual recognition of criminal convictions within the territory of the EU. The Commissioner noted that such proposals would guarantee “that criminals are brought to justice regardless in which Member State they committed their crimes or fled to afterwards”.
The European Commission confirmed today that it had, on behalf of the European Community and ten Member States (Italy, Germany, France, Spain, Portugal, Greece, Belgium, The Netherlands, Finland and Luxembourg), been in negotiations with Philip Morris International regarding the terms of an agreement to combat illegal trade in counterfeit and genuine cigarettes.
A massive dispute is brewing between Airbus and its archrival, Chicago-based Boeing. EU officials, though standing firm, hope the issue won't explode before Bush visits the continent in February.

Negotiation of Economic Partnership Agreements (EPAs): a means of gradually integrating the ACP countries into the global economy
On 2 September, the Commission will meet Mercosur ministers to discuss the further conduct of EU-Mercosur Association Agreement negotiations. The Commission will be represented by EU Commissioners for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, Trade, Peter Mandelson, and Agriculture and Rural Development, Mariann Fischer Boel. Mercosur participants include Mr Reinaldo Gargano Ostuni, Uruguay’s Foreign Minister and Mercosur’s pro-tempore Presidency, Mr Roberto Lavagna, Argentina’s Economy Minister, Mr Celso Amorim and Mr Luiz Fernando Furlan, Brazil’s Foreign Minister and Development Minister respectively, and Ms Leila Rachid, Paraguay’s Foreign Minister.
On 25 June 2003 leaders from both sides of the Atlantic will gather at the EU-US Summit in Washington. The President of the European Commission, Romano Prodi, together with the President-in-office of the European Council, Greek Prime Minister Constantine Simitis, will meet US President George W. Bush. On the EU side, Vice President and Commissioner for Transport and Energy, Loyola de Palacio, as well as Commissioners for Enterprise and Information Society, Erkki Liikanen, for Trade, Pascal Lamy, together with the High Representative for CFSP, Javier Solana, the Greek Foreign Minister and President-in-office of the Council, Georgios Papandreou, and Greek Minister for Justice, Philippos Petsalnikos, will also participate. President Bush will be accompanied by an unprecedented number of Senior Administration officials including Vice President, Dick Cheney, Secretary of State, Colin Powell, National Security Adviser Condoleezza Rice, Attorney General John Ashcroft, Trade Representative Bob Zoellick, Secretary of Agriculture, Ann M. Veneman, Secretary of Energy, Spencer Abraham, Secretary of Transportation, Norman Mineta, Secretary of Treasury, John Snow, Secretary of Commerce, Don Evans, Secretary of Homeland Security, Tom Ridge, and Chief of Staff, Andrew H. Card. In the run up to the summit, President Prodi has declared: "I am confident this summit will reflect the strength of the Transatlantic Partnership, underlining our determination to tackle common threats and pursue shared goals".

The European Commission has adopted today a proposal for a new EU Strategy for Africa. The Strategy suggests a framework for action for all EU Member States and the European Commission to support Africa’s efforts to attain the UN Millennium Development Goals (MDGs). The adoption was followed by an extraordinary joint meeting between the European Commission and the Commission of the African Union (AU).
The European Commission has today paid €58 million to the Global Fund to fight against AIDS, Tuberculosis and Malaria in developing countries, bringing its total contribution to the fund since 2002 to €432.5 million. The contribution enables the Global Fund to boost prevention, treatment and care in order to accelerate the urgently needed response to these three diseases.
The European Commission today released its nineteenth annual report on barriers to trade and investment in the US, detailing the obstacles that EU exporters and investors face in the US. It highlights those obstacles which the EU believes are affecting the legitimate rights of EU companies to conduct trade with the US. EU Trade Commissioner Pascal Lamy said: “Although the vast majority of transatlantic trade passes unhindered, we need to review regularly those obstacles which exist and pursue action to remove them. This will ensure that business on both sides of the Atlantic benefit from clearer, more transparent trading conditions. This is also why we need to advance in the Positive Economic Agenda adopted in May 2002.”
The European Community has adopted two regulations on the access to EC external assistance that establish an unprecedented level of untying. Giving aid on the condition that it will be tied to the purchase of goods and services from the donor country has been a major impediment to the effectiveness of aid. But this consensual decision represents a remarkable step toward the enhancing of EC aid effectiveness.

The European Union and India will hold their annual Summit on 8 November in The Hague. Leaders are expected to endorse the launching of an EU-India Strategic Partnership and to propose an Action Plan for its implementation.
The European Union today agreed a new import tariff of 176 euros per tonne to apply from 1 January 2006 to bananas imported from countries – mainly in Latin America - enjoying Most Favoured Nation status. The new import regime will also include a duty-free annual import quota of 775,000 tonnes for ACP bananas, also to apply from 1 January 2006. The decision was taken by EU governments on a proposal of the European Commission.
The Sixth Progress Report on the EU-Russia Energy Dialogue, prepared by the Russian Minister of Industry and Energy Victor Khristenko and European Commission Director General François Lamoureux in view of the EU-Russia Summit held in London on October 4, takes note of the steady progress being made in EU-Russia energy relations and underlines the importance for continuing work on bringing energy strategies closer.
