El Grupo Banco Mundial duplicará el monto de financiamiento basado en los resultados para la educación, a US$5000 millones, en los próximos cinco años


En vísperas del histórico Foro Mundial sobre la Educación de 2015, el Grupo Banco Mundial anunció que duplicará el monto de financiamiento basado en los resultados para la educación, a US$5000 millones, en los próximos cinco años. El nuevo financiamiento es parte del compromiso del Grupo Banco Mundial de poner fin a la pobreza extrema en el mundo a más tardar en 2030 mediante la mejora tanto de la calidad como de la equidad de la educación, de modo que los niños aprendan los conocimientos necesarios para tener una vida más próspera.

Más de 160 países se reúnen en Corea esta semana para analizar un nuevo objetivo y marco de acción en el ámbito de la educación para los próximos 15 años. Ello será parte de los objetivos de desarrollo sostenible que las Naciones Unidas aprobarán en septiembre, y que reemplazarán a los objetivos de desarrollo del milenio (ODM) cuyo período termina este año.

Pese a haberse alcanzado grandes avances, 121 millones de niños en todo el mundo siguen sin asistir a la escuela primaria y el primer ciclo de la escuela secundaria. La pobreza, los obstáculos en materia de género, la lejanía y la discapacidad hacen que sea más difícil llegar a la mayoría de estos niños. El nuevo objetivo mundial para 2030 consiste no solo en la escolarización de la totalidad del resto de los niños sino también en garantizar su alfabetización y que aprendan matemáticas y competencias no cognitivas, conocimientos que son todos necesarios para salir de la pobreza, participar en los beneficios derivados del crecimiento económico, y promover la innovación y la creación de empleo.

“La verdad es que la mayoría de los sistemas educativos no redundan en beneficio de los niños más pobres. Se estima que 250 millones de niños no saben leer ni escribir, aunque muchos hayan asistido a la escuela durante años. Esta es una tragedia que tiene consecuencias graves para el objetivo de acabar con la pobreza extrema”, afirmó Jim Yong Kim, presidente del Grupo Banco Mundial. “Al existir en la actualidad casi 1000 millones de personas que siguen condenadas a una situación de pobreza extrema, los esfuerzos sostenidos por mejorar el aprendizaje de los niños movilizarán un enorme potencial humano en los años venideros. Los mejores resultados en el aula ayudarán a poner fin a la pobreza extrema”.

Durante el período de los ODM (2000-15), el Grupo Banco Mundial cumplió su promesa de que ningún país que tuviera un plan creíble de enseñanza se vería privado de financiamiento, lo que permitió que millones de niños y niñas provenientes de familias pobres obtuvieran acceso a la escuela. En calidad de principal organismo de financiamiento para la educación, desde 2000 ha invertido US$40 000 millones en ese sector, al que ha respaldado con su propio financiamiento así como con la supervisión de las donaciones otorgadas a través de la Alianza Mundial para la Educación, de la que es socio fundador.

Cada vez más, el Grupo Banco Mundial ha vinculado el financiamiento para la educación al logro de resultados acordados previamente, y en los últimos cinco años ha destinado US$2500 millones al financiamiento basado en los resultados. El nuevo financiamiento ayudará a fomentar la responsabilidad, atraer recursos y acelerar el avance hacia el logro del nuevo objetivo mundial del aprendizaje para todos.

Analistas del Grupo Banco Mundial han citado tres motivos por los que la equidad y el aprendizaje ayudarán a poner fin a la pobreza extrema a más tardar en 2030. Primero, la educación ayuda a que una mayor proporción de personas salga de la pobreza, ya que los ingresos aumentan el 10 % por cada año de instrucción de los empleados. Segundo, las mujeres y niñas instruidas pueden ser agentes particularmente eficaces del cambio socioeconómico, y pueden beneficiarse a sí mismas y a sus familias. Tercero, la calidad de los resultados de la enseñanza, cuánto aprendieron efectivamente los trabajadores en la escuela, es un elemento importante para predecir las tasas de crecimiento económico.
