La Comisión presenta una propuesta para luchar contra la pobreza y fomentar el desarrollo sostenible en el mundo


La Comisión Europea ha adoptado hoy una Comunicación para contribuir a la posición de la UE en las negociaciones internacionales sobre los Objetivos de Desarrollo Sostenible (ODS), sucesores de los Objetivos de Desarrollo del Milenio (ODM). Los ODS aspiran a reforzar el compromiso de la comunidad internacional para erradicar la pobreza y fomentar el desarrollo sostenible, retos que afectan a la vida de las generaciones actuales y futuras. La Comunicación de la Comisión describe los principios clave y propone ámbitos prioritarios y posibles objetivos para los años posteriores a 2015, como un paso hacia la creación de un número limitado de Objetivos de Desarrollo Sostenible.

El comisario europeo de Medio Ambiente, Janez Potočnik, ha declarado lo siguiente: «Es necesario un nuevo marco para movilizar a la comunidad internacional y resolver los problemas interconectados que plantean la eliminación de la pobreza y la mejora del bienestar, así como para garantizar un desarrollo sostenible dentro de los límites del planeta. La agenda para el desarrollo después de 2015 de las Naciones Unidas debe ser universal y dar una respuesta global para todos».

El comisario europeo de Desarrollo, Andris Piebalgs, ha añadido: «Hoy en día se reconoce que el mundo dispone, por primera vez, de la tecnología y los recursos necesarios para erradicar la pobreza extrema en esta generación. No hay excusas para no hacerlo, y tenemos que declarar nuestro compromiso a huir de ellas. Para lograrlo, el único camino pasa por un crecimiento y un desarrollo sostenibles. Tenemos que encontrar soluciones que supongan un auténtico equilibrio entre los objetivos económicos, sociales y medioambientales. Además, tenemos que federar a los gobiernos, pero también a la sociedad civil, el sector privado y los ciudadanos, para crear juntos un marco global que garantice una vida digna para todos».

Los Objetivos de Desarrollo Sostenible contribuirán al establecimiento de un nuevo marco internacional que suceda al de los Objetivos de Desarrollo del Milenio. Ese marco será universal y se aplicará a todos sobre la base de una asociación entre todos los países, con la sociedad civil y el sector privado. Todos los países deben contribuir en su justa medida a la consecución de los objetivos mundiales, y los ciudadanos y la comunidad internacional deben asumir su responsabilidad en ese camino. El marco se basará en las tres dimensiones del desarrollo sostenible: la dimensión social, la dimensión ambiental y la dimensión económica. Por esa razón, los ciudadanos de la UE también obtendrán beneficios tangibles: ese marco potenciará y fomentará los factores que impulsan un crecimiento sostenible e integrador, mejorará las condiciones sociales y permitirá conseguir un medio ambiente más limpio y más sano.

Ámbitos prioritarios propuestos

La propuesta de la Comisión insta a responder a retos de interés mundial tales como la pobreza, la desigualdad, la salud, la seguridad alimentaria, la educación, la igualdad de género, el agua y el saneamiento, una energía sostenible, un trabajo digno, un crecimiento integrador y sostenible, un consumo y una producción sostenibles, la biodiversidad, la degradación del suelo y el mar y los océanos.

El marco para después de 2015 debe, además, aplicar un enfoque basado en los derechos y ocuparse de la justicia, la igualdad y la equidad, la buena gobernanza, la democracia y el Estado de Derecho, unas sociedades pacíficas y la ausencia de violencia.

Próximos pasos

La Comunicación pasará ahora a debatirse en el Consejo de Ministros y en el Parlamento Europeo. El resultado de esos debates determinará la posición de la UE en las negociaciones en el ámbito de las Naciones Unidas y contribuirá a la preparación del informe del Secretario General de las Naciones Unidas sobre el marco posterior a 2015, que se presentará más avanzado el año. Está previsto que las conclusiones del Grupo de trabajo abierto se publiquen el próximo mes.

Contexto

La Comunicación de hoy se basa en anteriores posiciones de la UE establecidas en las Conclusiones del Consejo de junio de 2013 sobre un marco general para después de 2015 y en una Comunicación anterior titulada «Una vida digna para todos: acabar con la pobreza y dar al mundo un futuro sostenible». También se basa en debates internacionales sobre el desarrollo sostenible y la erradicación de la pobreza, en particular los mantenidos en el Grupo de trabajo abierto de las Naciones Unidas sobre los ODS, así como en consultas públicas.

En el Acto Especial de la Asamblea General de las Naciones Unidas sobre los Objetivos de Desarrollo del Milenio, celebrado en septiembre de 2013, ya se llegó a un acuerdo sobre los principales parámetros de la agenda para el desarrollo después de 2015, basados en los avances realizados en relación con los ODM y en el resultado de la Conferencia Río + 20, en la que se acordó desarrollar unos Objetivos de Desarrollo Sostenible (ODS). La Comunicación de hoy es un paso hacia la elaboración de una posición más detallada de la UE en las negociaciones para el establecimiento de esos ODS.

En una cumbre de las Naciones Unidas celebrada en 2000, se acordaron ocho Objetivos de Desarrollo del Milenio, que deben alcanzarse a más tardar en 2015. Conocidos como ODM, abarcan ámbitos tales como la erradicación de la pobreza, la igualdad de género, la mortalidad infantil, el VIH, la sostenibilidad medioambiental y el desarrollo. Los avances hacia el objetivo han sido notables, pero en muchos países persisten grandes problemas, y estamos llegando a la fecha límite de 2015. Los ODS se situarán en el centro de un marco cuyo objetivo es resolver los problemas pendientes, luchando por erradicar la pobreza y fomentando el desarrollo sostenible.
