This study was carried out by ECOTEC for the European Commission in the framework of the pilot project for artist mobility.
At the end of 2007, the European Parliament voted an additional line on the 2008 budget of the European Union dedicated to supporting the environment for the mobility of artists through a new pilot project.
The first element of this pilot project consisted in a feasibility study on a Europe-wide information system concerning the different legal, regulatory, procedural, fiscal and financial aspects of the transnational mobility in the cultural sector.
This study was carried out by ECOTEC Research & Consulting Ltd for the European Commission. Its aims were notably:
* to analyse the precise needs of artists and cultural workers in this respect and to provide an overview of existing information systems;
* to identify the gaps in the functioning of existing information systems;
* to make recommendations to national and European actors for remedies to fill these gaps with a view to setting up a Europe-wide system of information
