“The European Migration Network,“ the Vice-President of the Commission, Franco Frattini, declared “will be a precious tool to improve our knowledge about migratory phenomena in the EU, thanks to its ability to elaborate and publish policy reports, analyse statistical data, produce specific studies and provide relevant ad-hoc information related to migration and asylum, not only for policy-makers but also for the general public".
According to the proposal, the Network's objective will be 'to meet the information needs of Community institutions, Member States' authorities and institutions, and the general public on migration and asylum, by providing up-to-date, objective, reliable and comparable information on migration and asylum, with a view to supporting policy- and decision-making in the European Union in these areas'. In order to attain this objective, the Network should collect and exchange existing data and information from a range of sources; undertake analysis of such data and information; publish reports; create and maintain and internet-based information exchange system accessible to the public (EMN website); and co-operate with other relevant European and international bodies.
The Network will be composed of National Contact Points, one designated by each Member State, and of the European Commission. The National Contact Points will be designated by the Member States. To ensure active participation from the Member States and ensure that the EMN's work is sufficiently linked to the EU's political agenda, a Steering Board is established where every Member State, the Commission and the European Parliament will be represented. The Network will remain closely linked to the Commission, which will play an important role as it will, inter alia, adopt the annual programme of activities, provide grants on a co-financing basis to the National Contact Points and select a service provider which will assist it with the coordination tasks of the Network.
