This collective work results from the second World Culturelink Conference which took place in Zagreb in June 2005. As its supervising editor Biserka Cvjetičanin explains, the analyses Dynamics of communication : new ways and actors gathers together seem to reflect the socio-cultural changes which occurred between the first and the second World Culturelink Conferences (1995-2005). Fifty accurately articulated papers provide us with an original perspective on the transformations of different aspects and practises of "culture" and "communication", taking globalisation processes — and especially those that were encouraged by the NICT — as a background.

These texts, originating from a variety of disciplinary and geographical contexts (more than 27 countries from all continents) are split into five parts, each dealing with highly complex and relevant topics.
The first part approaches the evolution of the Nation-States role, their relationship to national cultures and the recent transformations of territorial and identity landmarks. Such evolutions are the basis for a reflection on the new forms of trans-border cultural cooperation and on the influence decentralisation has on it. As a matter of fact, as Nada Švob-Dokić of the Institute for International Relations in Zagreb (IMO) points out, "Globalization transcends cultural and national identification as the key framework of cultural communication, and it therefore needs to open up other possibilities and incentives for global cultural exchange. These reside in local and regional spaces within nation states and in virtual spaces outside of any states".
The second part examines the impact of globalisation processes on cultural development. It offers, on the one hand, an analysis of the new challenges of national and supranational cultural policies facing economic globalisation and, on the other hand, a critical evaluation of these policies methods and objectives.
Communication, citizenship, multilingualism, multiculturalism and "interculturalism" are amongst the issues dealt with in the third part, which links the previous topics to cultural diversity, its protection and the role UNESCO plays in it. There we can find instructive reports of experiences led in different countries and regions such as Australia, China, Africa, Latin America and the Balkans, which can be read as a comparative analysis and in which Abdelillah Benerafa (ISESCO) remarks that "Cultural diversity is a collective vital force, it is not only a fact but also a dynamics of human knowledge and wisdom which helps making a better world" (1).
The fourth part specifically deals with communication and cultural networks, the central topics of this collective work, cutting across all of its papers. "Cyberspace", "new media", "digital divide" are the starting points of an open reflection on economic globalisation transforming cultural practises, industries and policies, diffusion and access to culture and the future of cultural and artistic networks.
Finally, the last part presents some particularly relevant, promising cultural projects in the contemporary transnational cultural cooperation scene, such as Banlieues d'Europe and the Observatory of Cultural Policies in Africa (OCPA).

Thus, Dynamics of communication : new ways and actors can be seen as a reference book which combines theory and practice, evaluation and foresight, by identifying the new challenges of "culture" and its current "management", at a time where the NICT and interconnectedness deeply transform man's relationship to society and to the Other. The texts outline a debate whose complex topics and stakes are efficiently covered and explained, where the arguments effectiveness is not that of a predetermined standpoint, but it is conveyed by a subtle articulation of the many observations, experiences, initiatives and propositions that are gathered. The diverse "new ways" of communicational dynamics presented seem indeed to strongly promote the "partaking of knowledge" and "dialogue of cultures" that are so frequently wished for today, and support Gao Xian's (of the Chinese Academy of Social Sciences) message of hope, « Diversity means difference, difference needs exchange, exchange promotes development ».
