La Slovénie est prête à adopter l'euro


Dans quelques jours seulement, le tolar slovène sera remplacé par l'euro, qui aura alors cours légal. Après avoir rempli tous les critères requis, la Slovénie est prête à rejoindre, le 1er janvier 2007, les 12 membres que compte déjà la zone euro.

La Slovénie est le premier des dix pays ayant adhéré à l'Union le 1er mai 2004 à adopter l'euro. En juin dernier, les dirigeants de l'UE ont reconnu que la Slovénie remplissait les critères d'entrée dans la zone euro en matière de dette publique, de déficit budgétaire, de taux d'intérêt et d'inflation.

Durant les deux premières semaines de 2007, les Slovènes pourront payer à la fois en euros et en tolars, mais cette période de double circulation prendra fin dès le 14 janvier. Les espèces pourront être échangées au guichet des banques jusqu'à la fin du mois de février. Le taux de conversion, sans commission, est fixé à 239,64 tolars slovènes pour un euro.

Les citoyens slovènes voient généralement d'un bon œil l'arrivée de la nouvelle monnaie: des enquêtes montrent qu'ils sont plus d'un tiers à penser que l'introduction de l'euro leur sera favorable, même si plus d'un quart est encore convaincu du contraire. Les éventuelles hausses de prix, les arrondis abusifs et une baisse du pouvoir d'achat sont ce qui les inquiètent le plus.

En novembre, la Commission avait fait remarquer qu'en dépit des progrès réalisés depuis juin 2006, la Slovénie devait donner aux consommateurs la garantie que les taux de conversion seraient respectés et que la période de transition ne serait pas utilisée pour augmenter les prix de manière abusive.

Le rapport de convergence 2006, qui analyse tous les deux ans les progrès accomplis en vue de l'adoption de l'euro, témoigne des avancées inégales de la République tchèque, de l'Estonie, de Chypre, de la Lettonie, de la Hongrie, de Malte, de la Pologne, de la Slovaquie et de la Suède dans ce domaine. La Lituanie remplit tous les critères de convergence, sauf celui de l'inflation, qui constitue le dernier obstacle à l'adoption de l'euro.
