On 30 March in Constanta (Romania), the Congress will organise, in cooperation with the Ministry of Foreign Affairs of Romania, an International Conference on ''Inter-regional cooperation in the Black Sea Basin''.
It will bring together interested parties for an open exchange of views concerning the possible creation of a ''Black Sea Euroregion''.
Given its links with Central Europe and taking into account its geographical location (at the cross-roads between East and West), the Black Sea area is of crucial importance for Europe.
For this reason the Congress wishes to contribute to fruitful co-operation among local and regional authorities in its vicinity: the Black Sea Euroregion initiatives aims at giving local and regional self-government authorities the institutional cooperation framework needed.
Romania is currently holding the Chairmanship of the Committee of Ministers of the Council of Europe.
