La Commission alloue un montant additionnel de 4 millions € aux victimes de la tempête tropicale Stan au Salvador et au Guatemala

La Commission européenne a adopté une deuxième décision d’aide humanitaire d’urgence, dotée de 4 millions €, en faveur des victimes des inondations et des glissements de terrain survenus au Guatemala et au Salvador. Ces fonds s’ajoutent au montant de 1,7 million € que la Commission a déjà décidé d’octroyer le 6 octobre 2005. L’aide supplémentaire ainsi allouée contribuera à satisfaire les besoins les plus urgents de 30 000 familles touchées en ce qui concerne l’eau et les équipements sanitaires, la sécurité alimentaire, la santé, l’hébergement transitoire, les articles non alimentaires et la gestion de l’information. Les ressources en cause seront acheminées par le service d’aide humanitaire de la Commission (ECHO), qui relève de la compétence du commissaire Louis Michel.

M. Louis Michel a fait observer que les bailleurs de fonds internationaux et l’UE en particulier ne devaient pas oublier les personnes se trouvant dans le besoin au Guatemala et au Salvador, indiquant que “l’attention du monde semble centrée aujourd’hui sur les ouragans Wilma et Alpha, et sur les victimes du tremblement de terre du Pakistan et du Cachemire. Or, quelle que soit l’urgence des besoins constatés en Asie, il est de la plus extrême importance que l’Europe maintienne son assistance aux personnes touchées par la tempête tropicale Stan”. L’aide additionnelle fournie par la Commission visera en priorité la population vivant sous abri au Guatemala, mais s’adressera aussi à l’ensemble des personnes habitant les districts les plus gravement atteints du pays. En ce qui concerne le Salvador, les besoins immédiats ont déjà été couverts par une décision d’intervention de première urgence. Néanmoins, près de 1 000 familles du pays bénéficieront de l’assistance supplémentaire apportée par la Commission.

Une attention particulière sera accordée aux besoins de groupes vulnérables, tels que les enfants, les femmes, les personnes âgées, les handicapés et les minorités indigènes. Pour ce qui est des zones exposées aux catastrophes, la priorité sera donnée aux actions systématisant la dimension de réduction du risque de catastrophe dans les interventions de secours. En outre, des opérations réduites de réhabilitation des habitations, des voieries rurales et des ponts bénéficieront d’un soutien, de façon à assurer l'efficacité de l'aide d'urgence.

Depuis le passage de la tempête tropicale Stan, le Guatemala comme le Salvador connaissent une situation de profonde détresse. Le Guatemala enregistre 664 décès confirmés, tandis que 844 personnes sont portées disparues. Les Nations unies estiment que 30 % du territoire du Guatemala ont souffert des effets du désastre. Des milliers d’habitations ont été endommagées ou sont complètement détruites, si bien qu’environ 140 000 personnes sont hébergées dans des abris de secours.

Au Salvador, des pluies intenses et dévastatrices ont causé la mort de 65 personnes et le relogement de 54 000 autres dans des abris temporaires. Des milliers d’autres personnes encore ont trouvé un refuge provisoire auprès d’amis et de proches.

Étant donné que la plupart des collectivités ont perdu leurs moyens d’existence, de nombreuses personnes continuent de dépendre de la fourniture d’une aide internationale. Par suite des inondations, les routes et les ponts ont sérieusement souffert ou ont complètement disparu. Bon nombre de communautés mayas des régions montagneuses se retrouvent isolées. À ces contraintes infrastructurelles s’ajoute que la persistance des fortes pluies entrave à la fois la distribution de nourriture et le retour des populations dans leur foyer.
