Rice, Ph.D. (born November 14, 1954 in Birmingham, Alabama), is the United States Secretary of State under US President George W. Bush. She is the first African American woman, the second black, and the second woman to serve in that post. Rice served as National Security Advisor to President George W. Bush during his first term. She is the second African American and the first female to have been appointed National Security Advisor. In November 2004, Bush nominated Rice to succeed Colin Powell as Secretary of State.
