Latest European regional statistics confirm Commission’s proposal on Structural Funds for 2007-2013

Danuta Hübner, the European Commissioner responsible for Regional Policy, noted that the latest data on gross domestic product (GDP) per head in the regions of Europe show that the Commission’s proposals for regional policy and social cohesion for 2007-2013 are soundly based. The high degree of regional disparities needs to be addressed in order to release Europe’s enormous growth potential. In its proposals, the Commission calls for a regional policy based on convergence, regional competitiveness and territorial cooperation.

The Statistical Office of the European Communities, Eurostat, this week published the latest figures (2002) on GDP per head for every one of the regions of Europe. These data include the three year average 2000-2001-2002 which will determine the eligibility for the Structural Funds in the programming period after 2006 if an agreement is to be reached before the summer. As such they are of utmost interest for the future distribution of Structural Funds. They show that the conclusions in last year’s Third Cohesion Report which lead to the draft new regulations published in July were on the right lines.

Commissioner Hübner said: “Enlargement has significantly increased the number of regions which are below the threshold at which the Union intervenes to help them catch up. That is why most of the proposed budget for the period 2007-2013 will go to the most disadvantaged regions in the convergence objective.

We shall also use it to help the regions which lose their eligibility just because of enlargement. These regions would still be below the threshold in the EU15 and are therefore known as statistical effect regions. They will receive decreasing support over a number of years in order to allow them to complete the process of convergence.”

The provisional data published by Eurostat reveal that disparity levels in the enlarged EU have substantially increased. The immediate focus of attention is in the new Member States - over 92% of population lives in regions with a GDP/head under 75% of the EU25 average. 61% of the population lives in regions below 50%; in the former EU15 countries, no region falls below this level.

Within the EU15, 32 regions or 14% of the population still live in regions below 75% of the EU average.

Another 17 regions (16 of these in the EU15), which represent over 4% of EU25 population would have remained under the 75% threshold without enlargement. The Commission proposes transitional support at a decreasing rate for these “statistical effect regions”.

There are also 12 regions in the EU15 (13 in EU25) which have succeeded to grow out of the current Objective 1 support. These are the success stories of regional policy. For these regions it is proposed to guide them into the new regional competitiveness and employment objective, with a greater level of support.
