Survey shows EU Citizens favour globalisation


63% of EU citizens are favourable to the development of globalisation while more than half (52%) believe that if globalisation intensifies in the future this would be more advantageous for them, according to a Flash Eurobarometer published by the European Commission today. The survey conducted between 8 and 16 October 2003 also shows that 62% of EU citizens believe the process of globalisation can be effectively controlled and regulated, while 56% believe that more rules are necessary to harness the development of globalisation.

EU Trade Commissioner Pascal Lamy said: «'With countries around the world opening up to wider contact with each other, globalisation is here to stay. But for globalisation to work to the benefit of all, and in particular the most vulnerable, we need to make sure that we harness it, a message we have been hammering away at for the last four years. We need strong international institutions capable of addressing global issues and creating global rules to ensure sustainable development.»

Key findings of this survey include:

- Over 3 in 4 EU citizens have heard of globalisation. Awareness levels are particularly high in Austria (90%), Finland (89%) as well as Greece and Italy (88%)

- 63% of EU citizens are in favour of further development of globalisation. Support for globalisation is particularly high in the Netherlands (78%), Ireland and Germany (71%). Ranking low in support for globalisation are Austria (52%), Spain (51%), where around 20% of citizens were unable to express an opinion, and Greece (47%)

- 1 in 2 EU citizens foresee an optimistic future for themselves and their families should globalisation intensify, with Ireland (66%) and Portugal (63%) among the most optimistic

- 56% of the respondents view the opening-up of markets as a good opportunity for domestic industry, with Sweden (65%), Denmark (64%), Ireland, Italy and the Netherlands (63%) at the top

- 62% of the population believe that globalisation can be effectively controlled

- 56% of EU citizens call for regulation of globalisation to be stepped up

- 61% of EU citizens trust the EU for ensuring that globalisation follows the correct course, ahead of international institutions (56%), trade unions and national governments (45%) or anti or alter-globalist movements (42%)

- Citizens believe that anti or alter-globalist movements raise points that deserve to be debated (79%) but believe they fall short of proposing concrete solutions (53%)

- 58% of EU citizens are positive about the European Commission negotiating on behalf of all Member States on trade matters, with Italy (69%) and the Netherlands (66%) as the most positive

- On the effects of globalisation, 57% of EU citizens believe it is positive for economic growth, 52% believe it is negative for employment, 64% believe it is positive for solidarity between countries.

Background

The Flash Eurobarometer on “Globalisation” was carried out by TNS Sofres / EOS Gallup Europe. A total of 7,515 citizens in all 15 EU Member States were interviewed by telephone between 8th and 16th October 2003.
